If people are political animals, human cultural attnbute must be functioning among them. Since 1990s, the cultural problems have been attracting the attention of experts, scholars in the category of international relations. In the course of its development, in order to pursue the power, or to safeguard the interests, or because of some more complicated reasons, the behavior bodies of international relations always follow some certain rules. Along with the high development of science and technology and the expansion of regular contents, the culture has infiltrated many respects. However, culture is not the key of influencing the problems so far, most of the problems can get rational logical explanations from point of view of culture. Perhaps this is an inevitable coincidence.The article is composed of four parts as a whole. In part one, the author expounds the logical connection between culture and international relations. Part two pursues the cultural meaning of international relations, both in history and theory. Part three extends the cultural background of some fundamental phenomena in international relations. Based on the analyses given above, part four provides a cultural mode of thinking for the diplomatic strategy of China.
