The "project"* is a strategic decision. It is made by Provincial Party Committee and the People's Government of Henna province. It is based on Strategy of Western Development of the country and actual conditions of Henna province, it will further develop the market and opening to the outside world and speed up adjustment of Henna economical structure and social overall development. It involves different people, finance and technology, and it needs us to work hard together to make it successful. So it is a difficult "project".How to make the "project" successful and combine legislation decision with the police of opening to the outside world? It is an urgent and important task for the people who are engaged local legislation work.The basic theory of the "project" is area economy developing laws and comparative superiority principle.
