Consumer credit is a very popular economic phenomenon all over the world and plays an increasingly important role in the economic development of the developed countries. With the development of economy of China, the seller' markets in China has been changed into the buyer's markets, which makes the sellers have to alter their selling approaches they adopted in the seller' markets to attract the consumers and employ the consumer credit to promote the sale. In addition, the central government also chooses the consumer credit as a solution to the shortage of the internal demands, which has become the main barrier to the development of China. Under these circumstances, the consumer credit has been very popular- in China these days. In contrast with the flouring consumer credit, the infringements of the credit consumers has impeded the sound development of the consumer credit, which will hinder the development of the national economy of China. Therefore this article aims to study the protection of the credit consumer on the base of the experiences of the U.S and France, with the hope that the study will contribute to the legislation of the protection to the credit consumer.The article consists mainly of seven parts with 38000words approximately. Part 1 is the preface which examines the history of the consumer credit all over the world and then points out that the legislation of the protection of the credit consumer is urgent and of great importance.Part II is the general theory about the consumer credit, which gives the definition of the related terms of the consumer credit and deliberates the origin and development of the consumer credit and expounds the significance of the consumer credit to the national economy.Part III is the origin of consumer credit in China and the necessity to protect the credit consumer which first trace back to the development of the consumer credit in China and some problems coexisting with it . And then the author points out the necessity and significance of the legislation of the protection of the credit consumer.Part IV expounds the proper reasons why we should protect the credit consumer. This part explores the general reasons for the protection of the common consumers, and then focuses on the reasons for the protection of the credit consumers, including the legal reason, the economic reason and the reason of human rights.Part V discusses the legal systems of U.S. and France which both possess an unique characteristics and therefore will be a reference to the construction of Chinese related system.Part VI conceives the legislature of protection to credit consumer in China, including its position in the whole legal system, its objects of regulation, its legislative model and its main contents.Part VII is the concluding remarks which suggests that it is a lasting and arduous task to draft the -law of protection of credit consumer.
