The development of industry brings people much material wealth, it also brings us some side effect, and the environmental problem is the most serious. After having suffering some contaminated events, people have realized that there is only one earth for us to dwell in, and we should protect the environment. With the enhancement of people's environmental awareness, more and more people begin to use green products, some leading companies also begin to produce green products. Now, the government is regarded not only as a society management organization, but also as an organization that affects environment enormously. The society requests government to be the leader of environmental protection. Some governments begin to establish their environmental management system and seeking green operation. Thus the green government comes into being.In this paper, the author reviews the background, the essentials of green government, provides the framework of green government, and discusses five aspects of green government audits. The structure of this paper is as follows:Part Ⅰ: the basic knowledge of green government. In this part, the author introduces the background of green government, the development of green government in the main western countries and the essentials of green government.Part Ⅱ: the establishment of green government. In this part, the author analyses the necessity and the feasibility of setting up green government, provides the basic framework of green government and points out that setting up green government is not only building the EMS in government, but also including formulating some strategies of green operation. Part Ⅲ: green government audits. In this part, the author introduces the basic knowledge of green government audits, discusses the characteristics of green government audits and puts forward the framework of green government audits. Then the author analyses the green government EMS audits, the green government environmental responsibility audits, the green government environmental performance audits, the green government policy audits and the government green purchase audits. Part Ⅳ: present the situation of green government in China. In this part, the author provides some cases of Chinese green government, brings forward some advice on building green government in China, and gives some suggestion for the later research. Additionally, the paper has some distinguishable features:After analyzing the green government of some countries, the author provides a new framework of green government and green government audits. The author also provides a green purchase audits procedure. Due to the author's limited ken in this field, there are some problems still unsettled. Comments and recommendations are welcome.
