The values that "the interests of the people are superior to anything else " held by Deng Xiaoping was formed gradually by his lifelong revolutionary and constructive career with its solid theoretical foundation and practical foundation. Such kind of values has plentiful connotation and advances with the time going on. It has an obvious thinking with the people being the host. Comrade Deng himself regards the people as the host of value and that of evaluating and sets value target starting from the fundamental interests of the people, and in this way he carries out value-selecting and evaluating. Deng Xiaoping's values is omnipresent throughout the theory of constructing socialism with Chinese characteristics and has active function during the practice of constructing socialist economy, politics, and culture with Chinese characteristics.This paper falls into three parts:Part one mainly accounts the formation process and foundation of Deng Xiaoping's values that the interests of the people are superior to anything else. The first sub-part, regarding Deng Xiaoping's revolutionary practice, content, and chronology as the dividing criterion, elaborates Deng's values at four historical stages: preliminarily establishing, continuingly advancing, everlastingly becoming plentiful, and much more perfecting. The second sub-part elaborates the theoretical and practical foundation for the formation of Deng's values and then reveals the sources and roots of the values that "the interests of the people are superior to anything else ".Part two mainly accounts the principal content of Deng's values that "the interests of the people are superior to anything else ". The paper deals with this respect according to the main components of value and combining the Socialist Theory with Chinese Characteristics with the host of value, the host of evaluating, the target of value, the selection of value and the evaluation of value.Part three elaborates the meaning of Deng's values that "the interests of the people are superior to anything else ". This part falls into four sub-parts: the first accounts that Deng's values that "the interests of the people are superior to anything else " has developed and made plentiful Marxist; the second accounts that Deng's values that "the interests of the people are superior to anything else " has propelled the construction of socialist democratic politics; the third accounts that Deng's values that "the interests of the people are superior to anything else " has propelled the prosperity and development of socialist economy; the fourth accounts that Deng's values that "the interests of the people are superior to anything else " has propelled the prosperity and development of socialist culture.
