In order to meet the domestic and international violent chanllenge coming from the iron and steel market,Keep continously the compete ablitly .after many-faceted grounds of argument,JiNan Iron and Steel Corp decide to invest 1.299 billion to build a new steel plant.This project has the following peculiarities: in a large scale, complicated technique,many departments involed ,But it is restricted with expense and execution time. So in accordance with such factors, the project must be managed with the advanced principle, methods and technical tools of the modern management.Based on the guide conception, The system principle is utilized to unite together with time limit, cost, quality, risk and communication", So the five kinds of dimensionality are on the same standard and it is very easy for them to quantize and control. First ,in the most important phase of planning and carrying-out, the SWOT method is used to analysis the conditions of superiority, disadvantageous positions, ocurrance and threat on the new plant project. In this way ,we can find out the guide conception. Secondly,WBS is applied to the construction decomposing ,we can optimize and modulate the project Scheme via project 2000 software to find out the critical route. Thirdly ,we use the method of analysis based on reason and result to control the project construction quality. Finally, the Earned value (EV) is used to effectively test and control the expense and scheme.On the basis of experience,the author combines the most economical equipment endurance with Value Engineer (VE) . Besides this , we design a "big and small center" method for organization structure. This thesis has four important points:l)On the project plan optimizing and adjusting hand, Author designs a new method ?reduces limilttime through dividing CPM ; optimize resoure by finding available time02)Utility of Bayers law , Forecasts need in the steel market after the new steel plant put intoproduction.Result refers that probability is 0.854 in the furture.3)Application of VE,There is two innovation:(l)"function comparison weight number "makes the same function of the different plans to becomparable under the same platform;(2)new cost ratio considers cost and produce at the same time.4)Use of EV ,The limite time and cost can be controlled exactly.Overcome the past weakness dependingon the experience .Application of these methods could resolve such problems as lack of systems, lack of planning, relying only on experience and difficulty to control.It is proved that these methods are effective .Applying knowledge to actual work for enterprise, "study just for application "conforms to the author's basic principle.Based on experience the author summarizes four following short but refined sentences about project management: Dominstration is the presupposition; Planing is the foundation;Carrying-out is the key; Success is th purpose.
