In modern times, science and technology are changing day by day and the process of industrialization , is developing at a more and more rapid speed, and innovations in technology as well as knowledge ,and the industrialization are the revolutionary motive power which has promoted productivity and the decisive factor which helps the progress of human and social civilization .The institute of optics or electronics(here after called IOE), which has comprehension advantage in the application of optics,mechanics and electronics in the southwest region , directed by the demand of the national development strategy and market, has innovated and radiated the high and new technology continuously from the moment of entering The knowledge Innovation Engineering. The industrialization of high and new technologies has been the chief goal of IOE and it bears great practical significance.The basis of the thesis is the request of China Academy Of Sciences in the high and new technological industrialization and total programming of IOE. At first it defines the connotation of the high and new technological industrialization .On basis of the analysis into system characteristics of industrialization ,the thesis further analyzes the exterior environment of industrial development with the help of "strengths-weaknesses-opportunities-threats"(SWOT) analysis method. And then it analyzes impactful factors of inside problems, and summarizes the existing problems with the combination with concrete circumstances, it points out its real connotation of high and new technological industrialization is to establish the appropriate organizational structure and operative mechanism suitable for the objective conditions and characteristics of IOE on the foundation of the technological innovation. Furthermore,it brings up a thinking of industrialization development pattern.Through the analysis and evaluation of present conditions,we reach a conclusion that the pillar industries of IOE are optics or electronics medical treatment ,laser application,optics or electronics sensor. The focals is optical material and optical processing . As for the industrial frame, emphasis is put on the industrialized high-tech enterprises, with developing large scale the guidance of market demands and competitions, As far as the organizational is concerned the administrative top-to-battom relation ship between the institute and enterprises should be changed into the relationship of property right management accorded with the modern enterprise system, in order to enable the enterprises to enter into the market absorb social resources, and thus become an independent corporation entity .Concerning the mechanism ,investment management system is to be established according to the requirement market economy system. In this way the diverse investment system, competitive employment mechanism and professional operative troops can be established .It is important to stimulate the staffs enthusiasm, to construct a good technological transformation mechanism and to ensure technological advantage, and to establish and perfect the guarantee system. According to the principles of the clear-cut property, the definite responsibility , the division of enterprises and government and scientific management, the industrialization should be pushed forward.Finally, the thesis summarizes four high and new technological industrialization modes, namely, indirect industrialization, cooperative industrialization, proprietorship industrialization,internal industrialization. Through the detailed demonstration of the four modes , the best mode is the cooperation with other enterprises(in the form of technology fruits joined as shares).The high and new technological industrialization of IOE is researched in this thesis. The author tries to explore request of industrialization development, establish the organizational mode and operative mechanism in accordance with laws of economy.
