It's an age of continuous social transformation in China now. The thoroughgoing social transformation is the result of conscious reaction of our government to the pressure at home and from abroad. It's launched and promoted by the government and carried out basically in form of reform, which means redesigning the economical, political and cultural systems. People always depend too much on policies because of our traditional planned economy and method of leadership of the Party. Thus the government has a preference for polices, which makes it extremely important in the process of social transformation. Practice has proved that the policy-guiding model of social transformation has played an incomparable role from the foundation of PRC to the early period of the reform. The advantages of this model also have been shown to us all.But with the establishment and development of market economy and the implement of the general plan on administering a country according to law, this model cannot meet the requirement of the comprehensive social transformation, and will be replaced by more reasonable one. At present age, the function of which law changes the world is strengthening. The necessity and validity of social transformation through law have been proved by the practice of many countries. Legislation should not only adapt to the requirement of social transformation, but also lead and promote the social transformation. The author thinks that legislation-guiding model of social transformation will inevitably become the ideal model of China since many modern countries have adapted it. As a basic form of social transformation of China, reform should adjust to this strategy. So we should do as follows. First, we should rebuild the decision-making mechanism and deal well with the status and role of the Party in it. What we should do then is to change the way of reform plan expressed and to link up the policies with the laws. At last, we should try our best to find a legal way to carry out the reform plan. It is a long way for us to go.
