The Study Of The Socialist Core Values Integrated Into The Public Policy's Interest Guiding Mechanism

From the four aspects of concept definition and theoretical basis,construction status and implementation effect,construction dilemma and predicament,mechanism innovation and optimization countermeasures,this paper analyzes the related concepts,status quo,dilemma,innovation,innovation and countermeasures of the study of the socialist core values integrated into the public policy's interest guiding mechanism.In the introduction,the paper summarizes the background of self-construction and theoretical research of the socialist core values integrated into the public policy's interest guiding mechanism,collects,combs and analyzes more than 100 domestic and foreign papers,newspapers and other documents,and briefly comment on it.In addition,this section also briefly introduces the research methods,ideas and innovations of the thesis.The first section defines the relevant concepts and introduces the theoretical basis.The thesis first summarizes the basic connotation of the development of socialist core values and its basic concepts since the reform and opening up,the interest guiding mechanisms,socialist core values integrated into public policies and their interest guiding mechanisms,and points out three ways(the way to encourage,constrain and advocate)in which socialist core values are integrated into the interests of public policy.Secondly,the thesis bases on the three theoretical foundations of policy analysis theory,mechanism design theory and institutional economics theory.It does theoretical explanation on three aspects of integrating socialist core values into public policy in terms of policy,mechanism design flaws and problem roots,and interest-guided way out.The second section of the current situation of construction and implementation effects,first of all,the investigation and analysis of the construction and work of the interest guiding mechanism for the integration of socialist core values into public policies in hundreds of news articles from 24 provinces,autonomous regions,municipalities directly under the Central Government and local cities and counties since 2016,the detailed data carried out is aimed at the overall understanding of the status quo of the construction of the macro mechanism and the implementation effect of the micro-work.Secondly,taking the integrity of one of the basic contents of the socialist core values as an example,through analyzing the work reports of the provincial and municipal procuratorates,it is found that the socialist core values are integrated into the rule of law.The three ways of constructing the interest guiding mechanism,namely,the construction of incentive,advocacy and restraint mode,have achieved remarkable results in practical application.In the third section,the predicament and predicament of construction are built.This chapter summarizes and analyzes the data in the second section to find out the dilemma of the construction of the socialist core values integrated into the public policy.First,the diversification of interest needs leads to the integration of socialist core values into the interests of public policy difficult to lead coordination.Second,the three ways of interest-based guidance,namely,incentives,advocacy,and restraint,are the core values of socialism,the integration of the interests of public policy is difficult to achieve practical results.Finally,the integration of socialist core values into the contradiction between public policy and life practice leads to a greater contrast between the socialist core values and the benefits of public policy.In the fourth section,the mechanism innovation and optimization countermeasures.The author starts from the three aspects of constructing a benefit coordination mechanism to differentiate and coordinate diverse needs,strengthening the use and cooperation between the three ways of guiding interest,and constructing a benefit guarantee mechanism to promote the integration of "righteousness" and "regulation" into practical life,seeking to solve the interest guiding of the integration of socialist core values into public policy,optimize countermeasures for mechanism construction and solve practical problems in practice.
