Administrative power plays more and more role in modem society . We should design a system to prevent its harm social legal rights and interests of citizen, it is a sensible choice that to realize responsibility on administration for the restriction of its additional necessity. This paper just discusses responsibility on administrative problem on the foundation of operation law for administrative power.Full text divides into 4 parts .After definiting the concept of responsibility on administration , at first ,it think that the responsibility on administration can be divided into political responsibility, legal responsibility and morals responsibility. Then elaborates administrative function.,it think that good operation of responsibility on administrative is helpful to protect the human rights and administrative relative person and promote the level of rule by law for whole society.In second part ,it produces the theoretical foundation for responsibility on administration .To resort to the value for realizing the responsibility on administration can make us understand its intension better. Realizing responsibility on administration have deep theoretical foundation and deep foundation of culture and reality. On the one hand , people have consciousness to guard against administrative power ,on the other hand, people have consideration to stem from, themselves benefit.The part of 3th is major to expound and prove the problems of existence and the present situation of the responsibility on administration in our country. In fact, the responsibility on administrative is gotten certain achievement, but there is also some problems, such as ,the rules of responsibility on administration is not definite and stipulate and coordinate , the existing legal stipulation is not to be carryed out strictly, so that there are a series of problem, illegal and unsuitable administrative behavior is stressed relatively , that has aroused a lot unsatisfaction in society .Therefore we must change this condition as soon as possible.The part of 4th have put forward some countermeasures according to existent problem in the part of 3th .It think that we must set up a series of mechanism to realize the responsibility on administration .There are some mechanisms: the first ,we should make legal stipulation definite, that is to say , the rules for investigating into responsibility is legal and predict, the procedure for investigating into responsibility are science and simple and convenient , in addition , we should protect administrative relative person's rights for investigating into responsibility, we also should increase penalize intensity for responsibility.The second ,we should pay attention to authoritativeness and the independence of organization that investigating into responsibility ,besides ,we should play the role of supplementary organization.
