Eight round of multilateral negotiations have taken place since GATT came into force in 1948 and then succeeded by WTO. Tariffs have been considerably lowered and the effects of traditional non-tariff barriers to trade were increasingly limited. As an effective means to protect foreign products from entering into domestic markets at low prices, antidumping is a legal protectionist measure for trade after the eight rounds of negotiations. Because of its convenience in accusing, flexibility in technique, subjectivity in jurisdiction and easiness in winning, all nations view antidumping as a preferable measure to protect trade. Some countries even maliciously adopt antidumping to protect their lagged industries.It is estimated by the Ministry of Foreign Trade that since the first case of the antidumping lawsuit by European Union (EC) in 1979, as of Oct. 2002, there have been 501 cases of antidumping lawsuits against China's exports under investigation, with 33 nations and regions involved, 4000 kinds of exporting goods involved, totaling $16 billion. China has become a country the most often accused for antidumping. ThisniD Dpihas severely affected the scale of China's as well as the image of China's exporting enterprises.This study deals with the situation of antidumping against China, and the suggested counter-measures for China to take.The first section part introduces the definition of antidumping and its verification. The second section illustrate the antidumping processes and its provisions. The third section analyses the present situation, characteristics and reasons for antidumping measure taken by foreign countries against China's exporting enterprises. The fourth section discusses how should the government and exporting enterprises respond to the continuously emerging problems of antidumping against China's products.
