It finally is going to totally mix with the world economy after changing from planning economy to commodity economy and from that to socialist market economy. During this period the management circumstance of enterprises definitely changes a lot. It has significant important meaning for state-owed enterprises in China to analyze the changes of external environment according to its superiority and inferiority, advantages and weakness, and apply the suitable management strategy theory to adjust the developing plan, which keeps the enterprise making a steady development under the varied market economy.This essay, taking the North-west International Tendering Company for example, on one hand, analyzed the history, present situation, and the future of tendering market in China and the influences to the tendering agent and put forward a prediction that the prospect of tendering agents makes people to worry , on the other hand, it researched the relative management strategy theory to regulate own developing strategy plan.Firstly, the article introduced the tendering system in China and reviewed the development of tendering market and the growth of tendering agents . In recent years, the tendering agentshave made a great development with the government strengthen the force to practice tendering in procurement field.Secondly, on the basis of the characteristics of government procurement that is public procurement, the courses of existing state of this kind of purchase in the developed country, and the developing direction of state market economy the author pointed out that the amount of purchase through tendering in China will be decrease in nearly future , which will influence the tendering agents.Finally, this essay suggests that tendering agent should change the strategy from single-one into diversification and designs two actually new business of purchasing consulting and contract drug delivery.
