On Reformation And Re-arrangement Of Distributional System Within State-owned Enterprises

State-owned enterprises are one of the main shape of state-owned economy and the leading power of socialistic contribution .Its development is concerned about the success and failure of socialistic economic contribution and reformation .That state-owned enterprises come out of trouble depends on the reformation in all aspects, which of them is the reformation of distributional system and the adjustment of distributional relationship. It is of great significance for the whole .The thesis ,from the comparison of distributional system of new and old ,tries to make analysis from surface to intension ,from phenomenon to theory. It is involved in the distributional theory of Marxism , property right ,human capital as well as institutional economy .During the course, it is proved scientific as a new distributional system that distributing-by-labor is oriented ,which combines with distributing-by-productive elements. To carry out the new distributional system within the state-owned enterprises, new model of objective and ways of realizing it are being explored .In the first part ,what is involved in is the institution-orientation ——that adjusting the distributional relationship well is proved important from the aspects of consolidating principal economic system of socialism ,perfecting institution of socialistic market economy as well as making a development of state-owned enterprises . The distributional problem was emphasized by classical economists ever since .Marx made a research from the inspect of productive relationship and considered it a link of social reproduction .The distributional relationship is of great importance in the productive relationship of society. Reasonable distribution could promote the development of production while the unreasonable impede it . Therefore, the distributional reformation is the key factor of the consolidation of socialistic economic system and the success and failure of economic contribution.The establishment of market-economy-orientation system requests that state-owned enterprises make reformation on distribution and become independent subject of market economy. Only when the distributional relationship is adjusted well ,could the state-owned enterprises play a leading part in the economic development ,reformation not deviate socialism and the state-owned enterprises set up an effective regulations of inspiration and come out of trouble .Nowadays, the development of state-owned enterprises depends on not only material capital but human capital .How to inspire human capital to play an endless role in the development of enterprises is becoming the aim of distributional reformation of state-owned enterprises 。The reformation from enterprises-orientation to labors-orientation indicates that human capital is more and more attached due importance to and the status of labors as independent economic cell is acknowledged. Only then , could the labors actually be inspired and the economic efficiency improved , which is the ultimate aim of theoretic creativity and institutional reformation.In the second part , what is devoted to is commenting and analyzing the reformation of distributional system of state-owned enterprises . The equalitarianism is the characteristic of distribution of state-owned enterprises in the traditional institution of central planning, which led to the distortion of the view of social fairness ,the imperfect of inspiring institution ,the inefficiency of economic efficiency as well as the lost of individual independence .The distributional system of efficiency-priority substitutes market fairness for equalitarianism .It overcomes nearly all shortcomings of the latter and is beneficial for the development and ripeness of state-owned enterprises in market economy .At the same time ,taking efficiency-priority and fairness into account becomes the perpetual principle of distributional system of socialism.From the distributional reformation of western developed capitalism , we could use it as a reference and take in it...
