With reform stepping up, the acceleration of the pace of shifting from planned economy to market economy, rapid economic development and closer and closer connection between china and the world, the selection, appointment and inspection of cadres couldn't be incongruous with the economic development of our country.The article is using the knowledge related to many subjects such as human resource management studies and politics to analyze existent problem about selecting cadres at present in our country. It not only puts forward some suggestion and counter measure, but redesigns and forms the standard and procedure of choosing cadres, which includes 5 steps-post analysis, manpower resource plan, selection cadre employment and valuation of performance.The selection of cadres should establish choosing mechanism in accordance with current economic situation, that is, uphold the principles of serving for market economy, democratization and legalization of politics, using scientific methods to select cadres and creating good environment for talented people to develop. During the course of choosing cadres, we are supposed to carefully carry out the guideline of having both competency and political integrity and establish standard to test cadres scientifically, choose cadres openly and appoint cadres with a certain procedure. Meanwhile, in order to conduct selecting work better, we have to widen our field of vision, broaden channels, create good public opinion environment, introduce competition system, strengthen the supervision of choosing cadres and valuation of their performance.
