The judges as the main body of judicial field who grasp the judicial jurisdiction,is an important force to realize the judicial value and maintain social fairness and justice.The merits of personal qualities and the height of professional qualities for judge will affect wether he can use the judicial jurisdiction in correct way,and then influence the realization of social fairness and justice.Therefore,as a judge,what kind person of he and how to choose he is particularly important.As the factors of historical trodition, the cadre and personnel appointment management mode and financial support,the sourse rule of wether a person and how a person can be a judge---the judge selection systerm exists follow problems:the setting of selection qualified is not clear, the judge professional level requirements are relatively low,the selection procedures of newly appointed judge is designed unreasonable.Since the beginning of the third Plenary Session of the 18th CPC Central Committee, our country has carried out a new round of judicial reform and construction.In order to promote the construction of judge profession and specialization, in view of the problems existing in the selection system of judges in our country at present, the central government introduced many ideas for reform,some provinces and cities have carried out the pilot reform. Different regions have different specific reform measures, of which there are many issues worthy of discussion and research.Combined with the actual situation of the judicial reform in our country,especially after I analysised the "on improving the national unified legal professional qualification system", which introduces in the end of 2015 and other provisions, compared the selection system of judges in different countries of the continental law system and the common law system, I put forward the concept of the judge's qualification and selection procedure.It includs drawing up specialized selection examination system for junior judge,enhancing the qualification of judges, establishing special judge selection mechanism, perfecting the program design of from other areas recruiting judges and so on. The design of the system will help to make the selection of judges more scientific, the degree of specialization of select judge more higher.At the same time, other supporting system should also be synchronized to follow up. Judge personnel system as the basis of judge selection system should be reform and perfect. Judge entry training system,the professional guarantee system of judge should also be reformed.These systerm will help to promote the judge selection system reform, consolidate the reform achievements of judge selection system and provide comprehensive systerm security for the professionalism construction of judges.
