The relationship between the central authority and local government is an unavoidable concern. How to deal with the relationship between the central authority and local government will influence the national unification, political stability, economic development and social progress. During the period between the foundation of the People's Republic of China in 1949 and Reform in 1978, the relation between and the central and the local ran under irrational conditions, which affect the development of economy and society dramatically. After Reform and Opening-up, the relation between the central and the local broke the beaten pattern and makes its way in a rational way; however, reconstructing a rational relation between the central and the local is still a demanding task in building political civilization and political reform. Especially, at the time of social transformation, whether to solve the relation between the central and local successfully is involved with the national stability and the people's better-off.The thesis, from the historical angle, combining the historical practice with the present situation and borrowing the experience from the developed countries, conducts a predictable study on the relation of the central and the local. In chapter one, the thesis, with the expound of the nature between the central and the local, its theoretical development, and the practical relation in the western countries, provides theoretical instruction for the relation between them in the social transformation. In chapter two, the thesis, through examining the practical relation in the wake of the foundation in 1949 and lessons from it, provides any measures for the present adjustment of relation between the central and the local. In the last three chapters, the thesis, by analyzing the resistant and dynamic forces in building and adjusting the relation between the central and the local, sets out to explore the principle of reconstructing, and by seek the reconstructing measures in order to provide the counter-measures for the relation between the central and the local in the transformational period.
