The year of 1998 witnessed a sluggish economy in China , characterized by the insufficiency of consumption need (or as termed by some scholars, deficiency of effective consumption),which then led to a slow increase in national economy development. In order to stimulate the domestic consumption and push forward the national economy, the central government adopted a series of lenient fiscal and monetary policies, which, though not very satisfactory, did make some achievement, especially in that they brought about the birth and growth of consumption loan in China. Since 2001,China's domestic consumption economy has developed steadily and increasingly. Thanks to a revolutionary change of consumption attitude among general consumers, consumption business has grown considerably, and has become the fours of competition among key banks. However, compared with that in developed countries, the consumption loan business in china has come to a bottle-neck, i.e., some hinderance which restrains its expansion such as the unsound social security system, the high cost on the banks'part, the inefficient anti-risk measures, and, the most urgeut and weakest one, the lack of individual credit system.This essay makes a case study based on relevant data taken from a typical commercial bank. Frequency and description analyses are conducted to take out some meaningful conclusions. It points out the real possible consumer groups who can push the present consumption loan business in China. Finally, it concludes that the construction of individual credit system is necessary and takes a long period of time; nevertheless, it deserves to make such efforts for the individual consumption loan business in China can not depart with a sound individual credit system.
