| The rural road is an important part of China's highway network. At present, the rural road covered in the annual statistics usually refers to road of the county and town level that also defined as countryside road, not including road of village level.The lack of investment for highway construction, especially that for rural road construction, has been the main problem plaguing China's economic development and highway construction. The highway financing system reform launched in 1980s in China has greatly broadened financing sources for highway construction, in particular for the construction of high degree roads. However, the rural road is different from main roads of state or province level in that it is mainly composed of roads whose technical degree is of or under the second degree. According to the current policies adopted by our state, only expressway and first-degree road can operate and manage on the basis of charging fees, and those roads whose technical degree is of or above the second degree can pay off its loans by collecting tolls. It is expected that this standard will be lifted up. All these make the rural road, among which roads of and under the forth degree account for over 80 percent, rather difficult to raise fund by adopting toll system. Furthermore, the reform of fees into taxes in the countryside further reduced the fund resources for the rural road construction and maintenance, which formerly depend on the contributions of rural residents without compensation. Therefore, we must explore new methods of the financing system for rural road.On the basis of learning the experiences of different places on site, analysis about relevant policies and laws, balancing the relationship between efficiency and equity and consulting data in this regard, the thesis proposednew financing methods for the rural road in the hope of providing some constructive suggestions for the issues concerning the capital raising for the rural road construction and maintenance. |
