There are seven large-scale investigation and design entities affiliated to China Electric Power Corporation. Since 2000, they applied the Enterprises-Reform and Mechanism-Establishing successively. As a experimental unit, Beijing Guodian Water Resources & Electric Power Engineering Co., Ltd (hereafter short for "BWE") reformed from Beijing hydraulic investigation and design institute. It is primarily engaged in investigation and design of water power stations and hydraulic projects.With rapid growth of the power demand and the in-depth reform of power-station construction management, changes also took place in the industry environment of the investigation and design sector.Confronted with the market opportunities and the fierce competition, the organizing structure of the investigation and design sector is requested to be flexible, streamlined and high efficiency.This thesis analyzes the BWE organization structure actuality and the shown ill-adapted characteristics, then find out the root causes of this inconsequence of the organization and put forward the BWEC organization reform plan. In order to solve the problems such as the irrational department setting, Lack of powerful horizontal coordination, HR deficiencies, less comprehensive management regulations, the laggard incentive system, etc. BWE take the following measures to solve the existing problems: project manager responsible system, set up HR department, regulate the work standards, adjust the relationships between the function departments and the production departments, enhance information system setup and construction of corporate culture.Based on the analyses to BWE, this thesis also indicated the emphases and the notice of organization reform for hydraulic engineeringinvestigation and design entities. The organization reform work isn't an isolate progress, and it requires a set of renovation means to assort. During the reform, the senior management should reach a common understanding and agreement and have a general view of organization change, manage comprehensively and implement phase by phase to avoid disturbance of normal production; Meanwhile, strengthen the communication with the superior authorities and seek after the government support.
