Electric industry' s development has priority in national economy in that it provides incessant power for every production industry , so the management of electricity producing enterprise is very important. Power plants converse elementary energy into electric power most of which are coal-burned power plants with a efficiency from 25 percent to 40 percent because of technology limit. As competition mechanism has been introduced into electric market and the identity of electric production, cost competition become the essential competition in electric market at present. In order to win in the competition , each electricity producing enterprise has to strength the management of the whole production process and make good use of self potency, optimize its operation mechanism , as to reduce the waste .To develop thermal-electric cogeneration can use energy comprehensively and it is a effective method to achieve the goal above. The northwestern city ShiHeZi of Xinjiang province in china has great need of heat because of its spinning industry and five-month long heating period each year. Thermal power plant of TianFu Co. ltd. which is established in 1985 has a electricity capacity of 51MW and a 485t/h steam capacity through three stage constructions. In the past two decades the plant has made great contribution for the development of ShiHeZi city and the improvement of local people' s living quality. But ubiquitous waste in it still exist which increase production cost because its small capacity, low technology level and limited quality of management. This thesis comprehensively analyzed the origins of the existing problems in TianFu power plant with advanced up-to-date theories of management and successful experiences in order to realize the highest profit and improve the level of social welfare.
