The theory is that administrative organs should be endowed the right to dispose its administrative powers to be the condition of administrative intermediation. The purview of administrative intermediation should include civil controversies and administrative controversies.Part III concretely analyze that administrative organs mediate civil controversies, which administrative decision and administrative review mediate civil controversies when administrative organs deal with administrative dispute. Traditional theory is that there is no legal efficacy in administrative organs mediate civil controversies, but the author discusses that that we should concretely stipulate its legal principle, purview, organs and procedure.Part IV concretely analyze that administrative organs mediate administrative controversies. There is defect in the methods of solving administrative controversies now. It's very necessary for us to propose the new methods of administrative organs mediate administrative controversies to solve it better.
