Regulatory reform in Natural Monopoly Industries has attracted much attention in the academia. But comparing with other Natural Monopoly Industries, the study of regulatory reform in Water Industry is very few, it is a blank field of the study of regulatory reform in Natural Monopoly Industries. Along with marketatization tropism reform of our country s Water Industry deepening, the importance and impendence of regulatory reform in Water Industry is increasingly evident. This dissertation attempts to do some research on it with the theory of regulation and competition. It analyzes the difficult problems by academic and demonstrated methods, uses the experiences of regulatory reform of developed countries and the lessons of regulatory reform of other Natural Monopoly Industries of our country for reference and gives the policy suggestions of regulatory reform in Water Industry of our country.At first, this dissertation expatiates on the common theory of regulatory reform in Natural Monopoly Industries. Then on the foundation of the analysis of the background of regulatory reform in Water Industry from several angles, it looks back on regulatory reform in Water Industry which has been taken and points out a few problems which have not been solved. Then on the background of constructing the rich society and joining the WTO, it analyzes the new problems which the farther regulatory reform in Water Industry will be faced with . Finally it points out the principles and two phases of the regulatory reform in Water Industry of our country and gives the policy suggestions on it. Furthermore, regarding the reform practice of Shenzhen Water Administration as a case, this dissertation analyzes and evaluates it.
