In the last few years, the market of world telecommunication presents out the trend of opening and competing. Most countries encourage competition in their own telecommunication market. Carry through outward liberal policy at the same time. In February 1997, the 69 member's countries of WTO signed the agreement about telecommunication which is a milestone in the world telecommunication development history. The telecommunication serves to live the vitally related with people, and guarantees the national economy development. The reformation of the telecommunication industry by all means becomes the focus that pay attention toes. How to regulating telecommunication industry has been a problem which is related to the social development and needs a in-depth research from the theories and practices.However, reformation in the telecommunication industry is not going easily. Regardless which nation, at the process of telecommunication industry opening, all suffered the resistance of the different degree. Now, there is no reformation mode that can be transplant to all the other country, there are also many disputes in the theory field. Especially in China, a developing country. The telecommunication business enterprise has been in a absolute monopoly statement over a long period of time. Now just joined WTO, there are many different opinions about the effect which would be brought after releasing telecommunication market.This article brings up a system solution for how to form a valid competition in Chinese telecommunication industry bases on the research result that is drawn by some experts that shine on domestic and international. I think it is a some useful for the reformation of Chinese telecommunication.
