Study Of Russian Administrative Litigation System

Through the analysis of the system establishment, tendency in theory, the content of administrative action in Russian administrative litigation, this dissertation discusses the actuality of Russian administrative procedure law's legislation and the situation in Russian practice. The dissertation also has a comparative research on the relative legislation in many countries, especially the similarities and differences between China and Russia. It has infiltrated in to the legal concept that Russia emphasizes the paramounty of human rights and to protect the private ownership by constitution law. The function of an administrative democratic, equitable and efficient administrative procedure law is not only the negative function to avoid the abuse of administrative rights, but also the positive function to protect people's rights and lead the administrative rights towards efficiency and democracy. The dissertation emphasizes the actual system contents in Russian administrative procedure law, analyses the rationality and deficiency. The measure of consummation is discussed in dissertation as well.
