China Qi Lu Petrochemical Co., Ltd, as one of state-owned enterprises, is characterized by complex underground pipe networks conveying energy and industrial materials such as waters, steams, gases, electricity, petroleum, oils, communication and substance etc. Therefore, to scientifically arrange under pipelines is not only benefit to the energy management and effective utilization, also crucial to the enterprise's operation planning, construction, retrofit and economic benefits.The paper, based on the actual software development for the geographic information administration of the under pipelines, especially analyses the existing pipe network administration and its outlook in the world, and proposes an operation platform-geographic information system (GIS). In addition, the paper designs a bottom database model, selects a multi-aim strategy combining files with known data, and establishes dual interaction data model that has explicit conceptual structure and directly aims to geographic objects, and provides backing up enquiry language (G-SQL). Simultaneously, after analyzing and studying methods available for the under pipelines, the paper constructs survey adjustment calculation model, and according to the model, checks the survey of under pipelines. The results indicate that the model is suitable to actual requirement because it greatly increase calculation speed, meeting calculation accuracy requirement.After successful establishment of the above model, the paper also develops GIS in VB, which quickly, conveniently and satisfactorily solves the technical problem remaining in original GIS.The GIS is effective after trails in Planning Institute of Qi Lu Petrochemical Co, Ltd, besides, together with long-standing administration experience in under pipelines and scientific instruction special to the GIS, an objective predication in information administration will be carried out by the GIS.
