Modern enterprises are facing marketing competitions and challenges from both domestic and abroad, especially at the information age with modernized administration, all the management from the administrator would relate to tactic. To administrate on the base of tactic means the administrator fix the strategic target according to all the relative factors from the inner side environment and carry out the complete target with series of actions. Our country should make fully use of the idea for tactic management during the development of modern system and economic increase.But the current situation of tactic management applied in the enterprises are not that ideal and lots companies haven't really set up any tactic management system in accordance with the outer environment and self conditions .The reason is that some administrators do not take the tactic thoughts into consideration or not know it well nor apply it in the scientific way. At present the main problems exist in the tactic management are as below: lack of realization and analysis in marketing surroundings and competitive situation; be in blind pursuit of highlight points in market and invest extensively; lack of exact and realistic target as well as long-term developing plans ; frequent changes of developing plans(especially any change of senior personnel in the company); the development tactic is built on the inanition surface instead of any realistic plans or analysis.This article takes the example of -Sichuan Atlantic Group Ltd. Co. to analyze . The writer stands on the point of solving the problem by analyzing and starts from adjusting the trouble situation of the company and set up the object on the current management of the company . It collets the relative date from inner side resource and outer side environment to establish the developing tactic. The company selected inthis article is a typical state-owned enterprise which has lots similarities with other state-owned companies with its inside conditions and outside surrounding. The writer hopes this article to be edifying on how to develop the state-owned company better and adapt all changes from competitions by analyzing the tactic of Atlantic Group Co. Ltd. The whole article divides into 6 parts. It begins with the relative theories about the tactic management as well as its new developing trend. The second part is the brief introduction about the analyzing object- Sichuan Atlantic Group Co. Ltd with its developing history, current situation as well as its present trouble etc. The third part is the outer side analysis about its macrocosm environment, trade environment and competitive environment etc. The fourth part is the analysis about the self condition from the aspects of resource advantage and capability situation. The fifth part puts forward the thoughts of enterprises tactic development by analyzing on the base of outer environment and self conditions which are combined with the realistic situation from the angle of management. The sixth part expatiates how to carry out the new tactic and explain the necessary terms to guarantee its successful execution. The creative point of this article is: it takes the demonstration analysis and insists on the principal of theory and practice combination, applying the tactic management knowledge into concrete object with detailed analysis about the developing tactic of Atlantic Group, it has aiming opinions on the specialties of state-owned companies which is widely operative.
