| The advocates on putting more impetus to expensing county agriculture on the 13th and 16th Party Congresses demonstrate explicitly the direction into which China's rural economy and the cause of building a well-off society in an all round way should go and are, therefore, a logical choice.This paper is an analysis of the agriculture-dominated Yuanmou County characterized by mountainous, tropical and droughty agriculture from the perspective of approaches of developing specialty agriculture in SW China inhabited by minority ethnic groups and against the background of county agriculture development in the rest of Yunnan and even the rest of the whole country. In the paper a variety of approaches are employed, such as demonstration, contrast and statistics, no to mention the introduction of reference index system of economic competitive power for the purposes of contract, analysis and assessment. Such survey, research, contrast and analysis lead to the author's positioning of current status of county economy development of the Yuanmou County as follows: 1) Yuanmou is a county typically sustained by agriculture and thus has the characteristics of its kind along with other basic characteristics of mountainous counties; 2) it has lagged far behind the development of the rest of the country, with an economic size accounting to merely 25% of the average of other counties of China, or50% of other counties of Yunnan; 3) natural advantages have enabled the tropical crops and green agriculture to stand out as the leading industries, which, together with the discriminative planning and effective efforts of the local government, has resulted in the emergence of the promising "dinosaur economy; " and 4) under-development of industry, now the weakest point of economy of the County, has always been hindering the rapid growth of the local economy and worrying the county leadership, suggesting that industrial restructure and accelerated development of the second and third industries are a tough but inevitable task to tackle.The paper proceeds to suggest the following strategies for developing the county economy of the Yuanmou County: 1) seizing the opportunity of establishing a state nuisance-free vegetables base to make the best of the "natural greenhouse" to greatly develop the industries of "unseasonable vegetables" and tropical fruits; 2) to make the best of the unique topographical advantages of the "natural greenhouse" and convenient transportation to grow nuisance-free vegetables, for the three prerequisites for developing such an industry, namely air, water and soil, are all available here; 3) seizing the opportunity of being listed as one of China's first nuisance-free vegetables bases by the Ministry of Agriculture to develop Yuanmou's county economy; 4) taking the "double-objective, double-momentum and double-pillar" concept as the development strategy ; and 5) focusing on the development ofinternationally competitive green and specialty tourism as the key project of the whole county economy.The objectives of the period from 2003 to 2008 are: 1) GDP, financial revenue and net income of the farmers should grow by 9%, 10% and RMB 100 respectively; 2) size of the green industry should double, tourism should undergo substantial growth and the industrial framework should begin to take shape; 3) industry should accelerate its development to better support the overall development of the county economy; 4) breakthroughs should be made regarding the opening policies and other strategies and, above all, the speed and size of non-state economy should increase materially; 5) infrastructure, irrigation works, transportation and urbanization in particular, should register obvious advances; 6) all social causes should advance, education, science and technology should improve and the qualities of labour force should be raised; and 7) all aspects of Party building, spiritual civilization as well as democratic and political system should be greatly enhanced. |
