Ever since the sustained social progress from the initiative reform and open program since 1980s, dog raising has been catching on in the large and middle cities in China, which in the meantime has aroused a patch of social disputes and administrative difficulties. The argument between people of both sides'of the issue has never ceased. Anti dog raising proposals have been constantly put forward by National People Committee and China People's Political Consultative Conference at various levels. On this background, with the purpose of enforcing the administration of dog raising, local legislative bodies and government administrative departments have enacted successively local laws and regulations and government rules in this respect with the guiding principles of exercising heavy fees, strict management and aggregate control since the beginning of 1990s.Primarily the paper is to make an analysis of characteristics and the existing problems lying in the relevant rules put forward by the large and middle sized cities during this period, on this basis evaluate the corresponding policies, and come up with concrete ideas on the legislation on dog raising in Wuxi.The current rules of regulating dog raising in urban areas are characterized by the following points:i Heavy fees charged to limit dog raising are highlighted in legislation; ii .The public security organizations serve as the principle administrative bodies;iii.Examination and approval system is implemented to regulate dog raising;iv.The control areas are divided into key districts and common districts; v .The relevant regulations are implemented in a strict manner. Because the rules failed to meet the needs of changing situations, the results have been far from expected. The major exist problems are as follows:i . The principles of regulation has long been lagged given the current situation and the growing trend in pets industry;ii .The current regulations of dog administration cannot conform to the requirements of the modern public management;iii. The legislation on dog raising regulation fail to display the spirit of animal welfare, a notion generally cherished in a civilized society, which is manifested in the form of the difference to the life right of dogs and the ignore of the dog protection and rescue.To rectify the above defects, we should:i . formulate the law for the protection of raising pets and concomitant bills; ii strengthen and improve the quality of the executive administration ;iii give full play to the role of the dog raising society and otherintermediary agency;iv embody the spirit of the animal welfare in legislation;v respect and protect the interests and rights of the average citizen andorganization as well as the personal privacy of raising dogs.
