As one of the important issues of developing economics and international economics, the FDI attaches the attention of scholars both domestic and abroad. Currently, the freeness of trade and investment has been an inreverasal trend. Many countries have been adjusting their foreign policies to quicken their opening-up further. The agreements of WTO and OECD' s multilateral investment agreement are also show the trend and requirement of investment freeness. So the developing countries are facing more difficulties and challenges in the way of FDI introduction. So does China.The thesis just discusses the further adjustment of our foreign policy under such circumstance. There are altogether five parts of the thesis. The first part is preface, which totally introduces the background of both abroad and domestic, and the practical meaning of the thesis.The second part is based on the theoretic point of view. It presents the development of FDI theories and models about developing country, then to analyze the theoretic foundation of developing country' s using FDI and the meaning to its economical development. It includes the exploring to development theories, economical increase theories, capital gap theory of developing country, phase theory of using FDI and the multinational company theory about its promotion to developing country.The third part emphasize on analyzing the applicability of international multilateral regulation to developing countries' foreign investment policies. First, it briefly introduces the international FDI law system by presenting all the territorial agreement, hypo-multilateral and multilateral agreement. Then it stresses on the analysis to WTO' rules, OECD' s MAI and their applicability to developing countries.The fourth part is the emphases of this thesis that discusses the actuality of our country' s foreign investment policy. First, it defines the meaning of foreign investment policy of our country. Then reviews the amendment and adjustment of our policy in recent years and the time after joining WTO including the amendment and adjustment of stock rights and investment expiration policies, industrial policy,territorial policy, tax, foreign exchange management and administration examining and approving policy. Finally, it discusses the remaining existing problems and their aftereffect of our policy. Especially the unfitting points comparing with the regulations and agreements of WTO.The fifth part gives some suggestions in further adjustment about our foreign investment policy. By analyzing the foreign investment introduction of year 2002, it considers that our policy should be oriented again. Finally, It presents some adjustment suggestions, pointing out that we should insist in perfecting the market economy system and investment environment which are also the emphases of the adjustment, eliminating and modifying our trade and investment policy, and establishing and improving the macro-controlling system.
