Southern Collective Forest Woodland Property Rights

At the turn of the 21st century, the theme of Forestry Economy of China is sustainable development. To reach the goal, it requires a reasonable property right institution as well as technology. Now the problems of property right are the key to obstruct development of forest management of southern collective forest region. The paper, from concept and connotation, learns from the research of property rights theory and bring forward the concept and character of forestland property rights which really suitable to our country. Subsequently, it explains the character of forest management and the actuality of forestland property rights of southern collective forest region. The paper analyzes the problems of forestland property rights in southern collective forest region by case-study and advances the forestland property rights reform methods which suitable to the southern collective forest region:(1) basing on the sufficient peasant participate, clearing and definiting the principal part of the forestland ownership;(2) clearing the range of the function on the forestland property rights; (3) promoting attornment of right to use forestland.
