The Study On Gradation,Classification And Evaluation Technology Of Forestland Of FU JIAN Province

Abstract: The forestland is a part of the forestry assets. It is very important production material of forest, is the material base of developing forestry, and could bring the wealth for people. Under the environment of market economy, we should manage the forestland regarding them not only as the basic resource but also as the assets. It's very important for the forestlands' and the forestry products' circulating, enter-markets as well as it's development and standardization, for the reasonable development, utilization and protect of forest land of Fujian province, for the promotion of forestry reform and development that country carries on at present, for building modern forestry's system in an all-round way, that we engage in studying the forestland grading , classifying and prices appraisal.The paper begins with illustration of the forestland , the forestry asset and the price of forestland, and then show the intention and meaning of the paper as well as the theoretical foundations; finally, the paper summarizes briefly the research trends in the domestic place and international place, and brings forward the thought, method, principle and structure of this paper.At present, there are some methods to be used in the study of land graduation and classification. These methods include the Principle component analysis, the Regression analysis, the Grey cognate analysis, the Delphi, the Ordering method, the Analytical Hierarchy Process, Fuzzy Method. In order to classify reasonably the forestland of Fujian province and appraise the utilization of forestland of Fujian province, the paper uses the Gray cognate analysis and the cluster analysis of Ward's minimum variance method comparing these method's characteristic, both advantage and disadvantage.Through the consideration and the reference, the paper has confirmed nine appraisal factors, including the index of utilization (the rate of forestland utilization, the unite area volume), the index of development of forestry (the covering rate of forest, the forest area of per people, the total production value of per people), the index of development of social economic(the GDP of per people, the net income of per fanner), Average annual rainfall, Average annual temperature. The factors include two respects content of the natural conditions factor and social economic condition factor, and then the paper calculate their weight of appraisal factor by using the Grey cognate analysis. Through the calculation the paper is computing the geometric mean total points of the city of Fujian province, whose development and utilization of forestland have been appraised. Finally, the result shows that the developing and utilizing situation of forestland of Fujian province divide into three grades.
