High-tech enterprises are the ones that engage in the exploration of high-tech products with their technological, personal, capital intensities and efficient management. After 20 years development, our high-tech enterprises have become the most active force in our national economy, and a bridge connecting economy and science and technology, and as a result, brought significant social and economical benefits.But due to various limitations in economical system, law, markets and the like, high-tech enterprises bring with them many problems, such as vague property boundary, incomplete property relationship, closed property and simplistic property. This paper analyses the causes of these problems and put forward some ideas- making property boundary clear, promoting intellectual capital system, making property open and property diversity to solve the problems. Finally, based on the unique personal property, it brings forward concrete strategy: carrying out Employee Stock Ownership Plans and setting up Stock Option. This will make property clear, enable intellectual elements of technology and management to transform into shares, inspires personal capital in High-tech and promotes the development of high-tech in the end. |
