Property Right System Reform Of State-owned Commercial Banks

The system reform of banks in our country has acquired world-famous achievements over the past twenty years, and has established a relatively completed modern organization system of banks which is leaded by People's Bank of China, composed by the main body-state-owned commercial banks, other commercial banks and policybanks. It has also made great effects in the aspects of advancing entirely the enterprise reform of specialty banks and improving the operating frame of banks.But with joining the WTO formally, our country will gradually reduce the region limits to foreign capital finance institution dealing in RMB business, cancel the limits of the RMB business clients, cancel all the imprudent measures which limit the ownership of foreign capital banks and the forms of management and instauration. Facing the severe competition of international competitors, how to improve effectively the international ability of state-owned commercial banks has become the important thing of the banks reform and development in our country. That connecting with the internal and establishing modern finance system in the market economy will demand all state-owned commercial banks which must change into stocks and be launched, four state-owned commercial banks have prepared or are preparing for it . But stocks changing and being launched compel state-owned commercial banks to face the system problem of proper right firstly . This must touch the state-owned commercial banks' property-right system reform which hasn't been touched or hasn't really touched .The system reform has more referred the simple management for many years, it hasn't sovled the complexed system problem of traditional bank system that was established by the system of Chinese traditional planned economy. Because the deficiency of property right system resulted in confused property right , rigidified management and assets pressure from bad mints, and the shortage of assets plenitude rate resulted in finance venture problem , all these have gradually obstracted the international competition of our state-owned commercial banks.From the above, the author thinks the research task of our commerce banks system reform from the point of property right theory has double significance both in theory and practice. The contents of this thesis are divided into four parts . The first part mainly introduces the acquired achievements of state-owned commercial banks system reform . The second part analyses the competition and concussion that state-owned commercial banks face under the condition of market economy. The third part introduces some cases from foreign commercial banks. The last part will mainly put forward measures and thoughts which state-owned commercial banks should take to reply the trend of the competition and stock reform.
