In the 21st,when economy is integrative increasingly and international economy strength competition manifests advanced Scientific &Technological competition, to research Scientific &Technological progress effect is very significative. My dissertation will discuss economy development mode of Shanghai making use of Method of Production function, so as to theoretically widen the research methods and path in this field, practically to provide a theoretical gist for the improvement of Scientific &Technological progress level in Shanghai .At the same time I hope the dissertation can bring some inspiration to other regions all over the country.The contents researched in my dissertation mainly include three parts, namely the theoretical, positive and countermeasure researches.1 The theoretical researchIn this part, the researches of conception and taking place mechanism of Scientific &Technological progress are included. In my dissertation, conception of Scientific &Technological progress is broad sense.2. The positive researchIn my dissertation, Shanghai is chosen as the objects of my research. I will apply method of production function to measure the effect of Scientific &Technological progress. The positive research of Shanghai tells us that the rate of contribution of capital is most. The rate of contribution of Scientific &Technological progress is second and the rate of contribution of labor is least. That is to say that rate of Scientific &Technological progress will be improved again.3The countermeasure researchBased on the theoretical and positive researches, I 've put forward some countermeasures to consolidate the rate of contribution of Scientific &Technological progress in Shanghai. According to the research, we can found out that the way to consolidate the rate of contribution of Scientific&Technological progress in Shanghai is not a problem of technology, industry and social economic level, but a systematical problem that covers enterprise, government, policy etc. In this case, if the rate of contribution of Scientific &Technological progress will be tried to consolidate, it is necessary to give some inducements and supports of policy, to enhance the behaviors of enterprises, so as to optimize the relative environment of institute.
