Shenyang is an old industrial city. Its industrial structure is old and economic efficiency is low. It needs to advance its science-technology and accelerate scientific-technological progress urgently. It must develop its economy by the scientific-technological progress. But Shenyang' s scientific-technological progress mainly depends on the level of scientific-technological progress of Shenyang' s five city districts. For city proper is the kernel of one city. So its condition of scientific-technological progress decides the level of the scientific-technological progress of one city. So the development of city proper will inevitably become the main power to drive Shenyang' s economic advance. Then it must be the emphasis to promote the development on society and economy of city proper by scientific-technological progress.For supervising and estimating the condition of the scientific-technological progress in order to find problem in time, this article has established a index system the scientific-technological progress of Shenyang city proper using analytic hierarchy process to establish its model for evaluteing We can understand the conditions concerned about the basement of the scientific-technological progress, the input and the outcome of scientific-technological movement, the development of society and economy caused by science-technology. In order to draw up countermeasure accordingly to speed up the scientific-technological progress and promote the development of society and economy, we can find the weak link in the scientific-technological progress by using the index system. Besides, using the index system, we can not only compare the scientific-technological progress of a certain city district each year longitudinally but also all city districts transversely.
