The real estate industry in full wings is the mainstay of the national economy at present The real estate dealers who are the organizers of the act of developing real estate play a great role in the modem real estate. Regulating the acts of the real estate dealers will give conclusive influence to administrating the real estate market and on keeping the market developing well. There are so many problems in the real estate market because some departments of government can not administrate the market effectively and because china's legal system on real estate market is not consurnmate, which damages the consumer's legal rights and interests and makes consumers appeal to the higher authorities and the market in disorder. Especially, some real estate dealers damage the vendee's legal rights and interests in ill intentions frequently which makes the real estate industry run short of reputation. And it even has a bad influence upon the sound development of the real estate industry.In order to resolve the outstanding problem in our real estate market, the dissertation in question is composed of five parts.Part Idiscusses the principle of act of real estate dealer which is divided into three sections. Firstly, the characterization of the act of real estate dealer is described theoretically. Secondly, the necessity of supervision on the real estate dealer is discussed in five facets. At last the department and fundamental of regulation on the real estate dealers is referred to. Part 2 analyzes the regulation system of admittance to the real estate market and addresses the conditions on setting up a real estate dealer. The importance of putting on the records of the real estate dealers for future reference is addressed in this part also. Part 3 analyzes regulation rules on the development of the real estate in seven facets, including regulation rules on raising money, getting access of land, programming of development and so on. Part 4 analyzes regulation rules on the real estate trading in three facets, including house selling, real property mortgage and house leasing. Part 5 deals with the illegal acts of real estate dealers. The dissertation analyzes the most typical illegal acts of real estate dealers in Chinese market at present, and tries to give some legislative to regulate them.
