The small and medium enterprises, a special enterprise colony with an extremely strategical meaning in our country' economic and social development, have vivid characters and important position, but often been neglected even discriminated by peoples. All the factors that small scale, low market share, poor techniques, weak capability to counteract risks and management make them a inferior status in the competitions with big companies. The first and most is the difficulties in capital and credit in the international economic activities. Today, the political risks and commercial ones resulted from the asymmetric information deteriorate the small and medium enterprises' situation and make them face a series of challenges.All the governments in the world adopt an oriented-supporting policy on this question. The small and medium enterprises' export-credit system is a highly professional and pertinent field. This is a uniform modus operandi that all the governments cope with the special situation faced with the small and medium enterprises. This article researches the small and medium enterprises' export-credit system fitted for our country in order to upgrade the credit ranking, the capabilities of financing and risk management. Meanwhile, the article analyses the risk-shunning for the ECA and tries to looking for some optimising measures for the limited public resources. Finally, I wish the measures we get from the article can make our country's small and medium enterprises face with the fiercely international competition easily.As to the research methods, the article mainly adopts contrast analysis, systemic analysis, and theory combining practice methods.Seeing from macro-national and micro-company aspects, we acquire a great mount of information and literature through surveys. The article uses the theoretic and demonstration methods following the research tenet ofquestion, analyse, contrast, solution. The most important is embodiment of practicability.Through research, this article draws a conclusion that government must take a series of supporting policies to help the small and medium enterprises tap the international markets. The most effective and suitable to the international convention is set up export-credit supporting system, includes: legislation guarantee, sets up export-credit fund, enforces the inside-outside risks control of ECA, the combining risk-controlling system among the commercial bank and ECA and reinsurance agencies, takes part in international credit allies, etc.
