Hunan Construction Project Bidding Issues Related To Research

Bidding is a kind of open, fair, just trade way in construction market, which creates the market environment of fair competition, guarantees project quality, reduces project cost, raises economic efficiency, and promotes economic society to develop. However, because the construction market system and environment in our country are not perfect, a lot of problems in actual operation still exist. Because building project investment are big and influence is broad, therefore bidding study becomes a focus in constructing market.Theory, demonstration, normalization and case analysis method were utilized in this paper. Taking Hunan province construction market biding as study object, following problems were thoroughly researched: First, to improve qualification evaluation method in which constructed project bidder is selected , and to put forward qualification evaluation method of the bidder based on AHP to be selected. Secondly, to study the quotation strategy that game theory was applied for bidding, at the same time to go deep into unusual phenomenon such as analysis of price quotation with the below cost, and to have pointed out the realistic foundation that these phenomenon exist. To have analyzed again the various factors that affect Hunan province construction market balance, such as the contradiction of supply and demand, price and not price competition, system factors of influence bid fair etc, having made policy suggestion on this foundation for the standard running of Hunan construction market; Finally to analyze related factors of being selected qualification method and influence of bidding efficiency by utilizing cases, the related factors of efficiency was analyzed.
