With the advance of innovation in our country's construction filed, the cost management system in constructive engineering strides firmly march to adapt market competition, which develop from ratio figure to the bill of quantities. As for transition, all provinces in our country have involved in competition system in the aspect of engineering cost management, and adopted the principle of separation of quantity and cost, entity consumption and measure consumption. All of these pave for the implement of engineering quantity. However, in the process of performing, because construct firms lack self-ratio and because of the insanity in market marching system, the bids of construct firms in the process of bidding are in a confusion situation, which seriously interfere the healthy and orderly development of construct market.Because of this, the paper adopts the modern math method and the combination of theory and practice, from the point of forming principle of the cost of construct products, rely on comprehensive base-price in constructive engineering in Henan province, use tender offer and cost analysis in related project in Zhengzhou as object, profoundly analyze the cost measurement in construct, the cost constitute of profit, propose bid model of competition cost based on mistiness judgment. Firstly, the cost constitution principle of the cost that is able to competition is analyzed. Secondly, a fuzzy assessment model using 0-1 method deal with every item's degree of the competitive cost is made, and the model and analysis of the result using project examples are performed, so as to instruct the bid of the competitive cost at present, and offer reference for macro management of engineering cost.
