The theme of this dissertation is to study China's financial input to agriculture. The idea comes from the current background when China's agriculture development has come to a new stage and entered the WTO. The author aims to find out what is the focal point and direction of the government financial input to agriculture and thereby to supply the theoretical basis that the government finance should efficiently support the development of agriculture. Proceeding from the financial expenditure principle, the study, used the research consequence and practical experience for comparative analysis and reference.The natural weakness of agriculture requires some financial support from the government. However the way how to support the development of agriculture is determined by the different level of a country's economy, agriculture development and other conditions. The paper, after analyzing the current situation of china's financial input to agriculture, puts forth the idea that in order to compete successfully in the world and to promote the development of agriculture, the government should not only increase the financial input but also change the financial function of the government according to the command of the financial system and the WTO articles, and adjust the structure to realize the industrialization and internationalization of the agriculture and rural economy.The paper divides into two parts. The first one is introduction that analyzes briefly the background, target and meaning of the author's research, making sure the method and the way of thinking. The rest is divided into four chapters. Chapter 1 summarizes domestic and international research actuality, analyzing the necessary of the government finance supporting to the agriculture and rural economy. Chapter 2 analyzes mainly the revelation of the developed nations and regions, such as USA, Japan etc. Chapter 3 focuses on several aspects of China's agriculture and the financial input to it, such as the choice of strategy, the scale of input and the structure of input. It points out some problems lying in it and talks about how to adjust the policy to support the development of agriculture. Chapter 4, based on the former chapters, the author presents some suggestions and countermeasures to the development of agriculture and its financial input from the point of view of marketlization, industrialization and internationalization.
