The relationship between law and morality is one of the important problems that has been studied by jurisprudence. As for the problem what rule by law means, the key lies in expounding the essentials of rule by law. Morality, which plays a far-reaching role in an extensive field, is the origin and foundation of law; on the other hand, rule by law calls for the supplement that morality provides. The legalization of morality and the moralization of law are the processes in which morality is constantly transformed into legal provisions and legal provisions are unceasingly internalized into human morals. Not only does morality embody the values and spirit of rule by law, it is substantially effective in all links of rule by law, such as legislation, administration, and observation. The mutual cooperation and support between morality and law are significant for the building of a socialist country ruled by law as well as the sound development of socialist market-oriented economy.
