Study On The Path To Realize The Strategy Of Comprehensively Governing The Country By Law

The strategy of comprehensively governing the country according to law was formally put forward at the Fourth Plenary Session of the 18 th CPC Central Committee.It is one of the "four comprehensive" strategies in China,and it can guarantee the establishment of a socialist legal system with Chinese characteristics to promote the modernization of the national governance system and governance capacity.The way to realize the strategy of comprehensively governing the country according to law starts from the main contents of the strategy,and combs from three aspects: overall layout,five major systems key tasks and new require.Furthermore,the problems of unbalanced development of regional rule of law,drawbacks of legislation,law enforcement and judicature,a few leaders’ awareness of the rule of law can’t keep up,and the level of regularization and specialization of the rule of law team is low.Starting from the problems,four reasons are found out,that is,the cultivation of the rule of law culture is not real,the resistance of the sequela of the planning system still exists,the advancement of the rule of law system lags behind,and the operational mechanism of the comprehensive strategy of governing the country according to law is weak.According to the analysis of the reasons,the realization path is obtained,namely,adhering to the four important principles,strengthening the construction of socialist legal culture with Chinese characteristics,innovating the implementation system of the strategy of comprehensively governing the country according to law,speeding up the construction process of the socialist legal system with Chinese characteristics,and enhancing the orderly interaction of the operation mechanism in comprehensively governing the country according to law.Through the research on the realization path of the strategy of comprehensively governing the country according to law,the work of comprehensively governing the country according to law is coordinated and promoted.The research on the realization path of the comprehensive strategy of governing the country according to law can promote the construction of the rule of law system in China,promote the process of scientific legislation,strict law enforcement,fair justice and law-abiding for the whole people,and enable the people to form a rule of law thinking and use the law to deal with things,thus enabling China to enter a country ruled by law.
