The stage of Chinese urbanization goes to accelerate development. Since the peculiarity of Chinese history and the transforming age, China differs widely from the rest of the world in the developing course .The course has been challenged to every aspects, especially the fetter of the administrative jurisdiction .The omnipotent administrative division, centralization of power and the transforming planned economy into market-oriented economy bring up the administrative economy. This is the contradictory crux between the urbanization and the administrative jurisdiction, and causes a series of problem .At the same time, the division system exists a lot of castigation what can't meet the requirements of the urbanization and the economic development.According to the state and traits of the urbanization, the administrative jurisdiction has been marching a series of reform of the adaptability to put the relationship between the urbanization and the administrative division in good order. However, the performances of the reforming measures are not totally positive, and some are negative. Therefore, comprehensive assessment of the reforming steps' performances to the urbanization is the requirement of development.On the ground of summarizing other people's tentative plans, we put forward parliamentary proposal, which expounds the reforming proposal according to this pattern from the general train of thought to concrete measures and marking off types.
