Differential Governance Of Urban Space:Based On The Perspective Of Administrative Division Adjustment In The Process Of Urbanization

Since the reform and opening up,in order to speed up the development process of industrialization,urbanization and modernization,and promote the construction of socialist modernization,“promoting development through reform”,China has carried out profound reforms in all directions and in many fields.Among them,the adjustment of administrative divisions and the reform of the urban management system with “land to city”,“city management county”,“county to city” and “withdrawal of county(city)district” as the main content is to better adapt to the economy To meet the needs of social development,accelerate the urbanization process by expanding urban space and population size.With the continuous advancement of the urbanization process,in the process of urban expansion at the prefecture level and above,due to the chronological order,spatial structure and characteristics,a diversified and differentiated spatial area is gradually formed,that is,from the urban center to the periphery Formed a central urban district,urban-rural mixed municipal district and relatively independent municipal district.The types,characteristics and functions of the municipal districts are different in urban social production and life,and the requirements and demands for public management and public services are different.This requires that we must distinguish between different types of municipal jurisdictions and their particularities,accurately identify public management and public service requirements and needs,and build a “city,district,street(town)” government that is compatible with diversified and differentiated municipal jurisdictions governance structure and system and its operating mechanism to achieve effective governance of the city.Based on the review and summary of the research status at home and abroad,this article uses the theory of public governance,the theory of administrative divisions and the theory of inter-government relations to differentiate the districts and cities in the process of urbanization in contemporary China.Based on the analysis of types and characteristics,it is believed that the diversification and differentiation of municipal jurisdictions along with the progress of urbanization requires us to make governance reforms.According to the spatial differentiation of municipal jurisdictions,we will conduct special governance of urban space to build The inter-government governance structure,governance system and its operating mechanism suitable for differentiated municipal jurisdictions.At the same time,it should be pointed out that this phenomenon of diversified and differentiated coexistence of municipal jurisdictions is “transitional”-only existing for a long period of time in the future.With the continuous advancement of China's urbanization process,when the suburbs,counties and towns that have been incorporated into urban areas complete urbanization,they will end.In order to achieve the effectiveness of urban governance,under the condition of coexistence of diversified and differentiated municipal jurisdictions,urban spatial special governance is a necessary choice.
