The land collectivization system of China, which is originated in planned economy, betaken from 1949 to now and has never been touched the ground, is incompatible with the process of the reform of market economy system. There are many abuses in the qualification of the purpose, the zoning, and the redemption of the land collectivization which have conduced the suspended or waste use of the land and decrease the efficiency of land distribution. As a result, the social stability is affected by the increase of farmers who lost their land. Meanwhile, with the advancement of the market economy reform and the entrance of WTO (World Trade Organization), reinforcement of property right including land property right has become a hot topic which brings more and more people's concern. Hence, it is urgent to reform the Chinese land collectivization system which involves the clarification of the purpose, rational land planning and improvement of reimbursement.This thesis is a systematic and in-depth research into the problems arising from the land collectivization. Aiming at the major defections of the current system, it analyzes the problems by applying theories of property right, land tax, public economics, public administration and other related theories. Based on the domestic reality and the experiences home and aboard, it put forward a detailed proposal for improvement of the land collectivization system from following perspectives: the standards for land collectivization, the subject and procedure of authentication, and the reimbursement to the peasants. The scheme is composed by several parts: to restrict the bound of "public interests" by means of enumeration and generalization; to consummate the procedure of the identification of land use by promoting the concept of proper procedure and the sprit of fairness, openness, and efficiency; to resolve the existed problems by establishing a market-price oriented standard and diversified methods of land reimbursement.
