This paper mainly touches on the Alliance Regime and one of its existing forms——NATO. Firstly, it makes an objective comparison among Cooperative Security, Collective Security and Alliance Security, concluding that at the present globalization era, the Security Dilemma would be better settled through Cooperative Security. Secondly, it makes a deep analysis of Alliance Regime——the supporting theory of NATO, finding there are so many of its defects emerging and that its "zero game" concept is against the times., which reflects its historical limitations. As one of the existing forms of Alliance Regime, NATO can not be exempted from its historical limitations. Now, NATO is deeply restricted by the factors both interior and exterior, which indicates that it would not achieve an expected success. The process of its eastern Expansion would be a thorny one and pose uncertainty to the European Security and the Global Security at large. And also, it is an obstacle to the sound development of world structure and the world diversification. The traditional logic should be broken away from to nurture a new Security Concept consistent with the rapid-developing world. The Shanghai Cooperative Organization which was established through mutual respect and fair consultation among member states, is a good starting point, which is indicative of one of the dominant ways to solve security issues in the new era.
