Recently, along with finance system reform developing, especiallyChina will completely open native banking market after 2006. Thecompetition in banking market becomes more and more scorching. Thecompetition environment urges native banking and academia to pay moreattention to commercial banks' efficiency problems. In fact, perhapsbecause of different development degree of money market, Researches oncommercial banks' efficiency problems have been valued since manyyears ago. Though low efficiency is the common fault of nationalcommercial banking and rural credit unions (RCU), discussions relatedbanking efficiency didn't become outstanding in our country untilrecently the competitions in native banking market become drastic. Low efficiency in rural credit unions is much worse than that ofnative commercial banks. Nov. 2003, RCU made up the deficits and getsurpluses for the first time since 1994. In domestic finance market, mostlycounty region finance market, the RCU must face the competition withPost Bank, simultaneously compete with No-governmental finance, andstill has to strife with commercial banks to some extent;In the futuremarker, they still must contest with foreign finance organizations.According to the presently status of RCU, if they can't change theirperformance thoughts to efficient performance and improve their abilityof efficiently use their definite resource, they could be deceived by nearlyall the banking organizations stronger than them in the future market. However, the undergoing RCU system reform is mainly the reformon management system, doesn't directly touch on the efficiency of ruralcredit unions. And presently there is blank in studies of rural creditunions' efficiency. The former research articles mostly aim at commercialbanks, and other articles related to rural credit unions usually fromanimadverting on present performance and illness angles to indicate thelow efficiency fact of rural credit unions. There is no demonstration andno probable suggestion on the base of objective demonstration. Socarrying researches on the efficiency of RCU performance, evaluatingtheir branch units' efficiency level and discussing performance efficiencyimproving methods, have both theoretic and pressing practicalsignificance. This paper's main content includes four chapters: Chapter 1st mainly expounds on this paper's research backgroundand significance. It departs two sections. The former paragraph explainscompetitions Rural Credit Unions face now in domestic banking market,and the coming impact on RCU after our domestic banking market isopen. The latter section introduces the outline of studies on commercialbank efficiency in China and foreign countries, and points out thecontradiction between the vacancy and pressing demand of research onRCU efficiency. Finally concludes that studies on efficiency of RCU haveboth important realistic significance and theoretical significance. Chapter 2nd demonstrates the paper's theory framework. It departsthree sections. The first paragraph explicitly defines the definition offrontier efficiency from the definition of "efficiency". Then distinguishesthe difference between efficiency and performance. The second part, onthe base of frontier efficiency definition, specifies on two usualmethods------parameter methods and non-parameter methods. Thendistinguishes efficiency analysis and performance test accordingly. Thethird part of this chapter explains models system and indexes systemwhich are used in this paper. First, generally considering the realisticsituation of RCN and the medium method and product method fordefining input and output of bank, select the input and output indexessystem of RCN including five input and output indexes. Then consideringparameter methods' advantages and realistic needs of study, select threeparameter method models as efficiency analysis models in this paper. Chapter 3rd, on the base of the framework given by the formerchapter, deduces the process of establishing and solving frontierefficiency analysis SPREADSHEET models.
