Both the "rural revitalization" strategy and the "precise poverty alleviation" strategy release the huge financial demand of agricultural and rural areas,and serving "agriculture,countryside and farmers" is the key to boost the financial demand of rural market.However,China's rural financial system is not perfect,and the provincial associations are the main body of the rural financial system.Reforming the provincial associations is very important to improve the rural financial system.The key to the reform of provincial associations is to improve their corporate governance structure.There are some problems in the governance structure of Hebei Rural Credit Cooperative Union,which need to be solved through reform.Based on this background,this paper puts forward the theme of this study is the governance reform of association in Hebei Province.Based on the literature review on the reform of provincial associations,corporate governance mechanism and stakeholder theory at home and abroad,it is concluded that the improvement of corporate governance mechanism is essential for the development of financial institutions,and the key to the reform of provincial associations is to change the existing governance structure.Starting from the development of Hebei Rural Credit Cooperative Union and the current situation to gives a brief introduction to the development of Hebei Rural Credit Cooperative Union.Then it introduces the governance structure of Hebei Associations,and digs out the problems existing in governance,including the imperfect governance provided by the government,the unclear positioning of provincial associations,the principal-agent problem of provincial associations and grass-roots associations,and the difficulty of playing the role of grass-roots associations members' congresses.Based on the reform experience of Beijing Agricultural and Commercial Bank,Henan Agricultural and Commercial Union Bank and Shanxi Agricultural and Commercial Bank,it is concluded that the reform of the governance of the provincial associations needs to be tailored to local conditions,combined with the provincial conditions and market conditions,and in addition,operating entities should be set up and the support of the government should be obtained.Based on this,the reform goal of Hebei Associations should be not only meeting the interests of stakeholders,including the government,provincial associations,grass-roots associations,agricultural and commercial banks and internal workers,but also solving the principal-agent problems of provincial associations and grass-roots associations,grass-roots associations and members,agricultural and commercial banks and shareholders.The reform should adhere to the Party's political core,choose reform mode according to local conditions,maintain the stability of county legal person status,enhance risk prevention and control capabilities,and help serve the "three rural" and the real economy.Combining with the reform objectives and principles,as well as the unbalanced level of economic development in various cities of Hebei Province,the situation of provinces with high market share in rural areas,and the current situation of Hebei Associated Press,which is imperfect in governance and weak in grassroots social control ability,we choose the financial holding group mode that meets the reform objectives and principles.We can reform the governance of the existing provincial associations by improving the functions of audit centers and setting up establishing Municipal Agricultural and Commercial Banks,and then building a financial holding group on the basis of establishing Municipal Agricultural and Commercial Banks after the joint-stock reform has been completed in an all-round way.
