As the extent of our country open to out to be further, enterprises will face keen competition. To promote enterprises' key competitiveness operators play decisive roles, and which make us stare it at our faces to bestir the operators. Salary is the embodiment of their human capital value, it can meet their sense of social identity and undertaking fulfillment, also it is the most important incentive way at present.Through analyzing the current incentive situation and problems of operators' salary system, summarizing theories of manpower capital, incentive theory, agency by agreement, and learning from foreign advanced experience, this thesis creatively design a new set of salary system for operators in our country and in order to offer theory support and designing mentality for enterprises' distribution system innovation.At first, the writer has enlarged and perfected the salary system of managers, and formed a new perfect frame with long-short term, in a word, salary system consists by incentive of the job itself, basic income, annual reward, benefits, expenditure on the job, long term incentive and incentive from spirits. And I have give some suggestions and advices for every part, in order to exert the salary' incentive effect to managers. In this thesis, the writer described the importance of enrichment to jobs first, and pointed out that it is indeed an important component of managers' salary system; for basic income etc. normal parts, given new explanation from the point of incentive; long term incentive is a difficult point and also is the most important parts for the salary system, discussing with the executive stock option, this thesis pointed out that executive stock option as an efficient tool wasn't suit for our situation perfectly, and given us limited stock and incentive system based on EVA and MVA as the substitutes; this thesis enhanced the incentive effect of spirits rewards, strengthened its status and modified its content.The implementation of the managers' salary system needs relevantenvironmental construction, and aiming at the current situation I have just discussed the following questions in this thesis, the construction of the index to praise managers, setting up the market of managers and perfecting the management of enterprises.At last, being limited by time and energy etc. for a student, all the datum cited in this thesis came from magazines, books and internet, so all the deductive based on the assumption that the datum were right. At the same time, conclusions of this thesis were from the analysis of experience, and lacked for testing by practice.
