Intellectual Property Rights (IPR) is being given more and more atterntion by all the countries, especially the developed countries. IPR has become one important signification of one country's competitiveness and one important field of international relations. Now, the power to stipulate the rules relating to IPR falls to the hands of developed countries. In this field, the confilts between developing countries and developed countries can be seen around the world. In this article, the game theory is employed to analyze the confilts among countries in the field of IPR. Some scholars regard the conflits relating to IPR as "The Cold War" of a new round. We are glad to see that cooperation and coordination are prevailing conflicts and hostility. It's predicited that the protecting of IPR must be limited to a reasonable scope, basic human rights shall be given proper attention, non-governmental organizations will play a more important role in the field of protecting IPR among all the countries and the conflicts between developing countries and developed countries in the field of protecting IPR throughout the world will be substituted by international cooperation and coordination.
